Every application below was built in four hours by a student with no prior AI experience, running an open-source model on the machine in front of them — then deployed to a public URL they own. No cloud spend. No licences. No subscriptions.
DEVCON Barangay AI Code Camps are free, one-day workshops run in Philippine school computer labs. Students fork one open-source repository, download a small open-weight model, give it a name and a personality, ground it in documents they care about, and publish it. They leave with a working product, a public link, and their first open-source pull request on record.
An open-weight model served locally through Ollama. Ordinary lab hardware, no GPU required, and no internet needed once the model is downloaded.
Model, code, tooling and hosting are all free or open source. The marginal cost of teaching one more student is zero, which is what lets the programme reach past the cities.
The distinction the programme exists for: most Filipinos consume AI products designed elsewhere. These students shipped one.
Each is the student's own work — their name for the AI, their chosen personality, their uploaded knowledge base — deployed from their own fork.
